why snorkels are not allowed in the swimming pool?
By snorkels I meant the mask and the Snorkel itself.
Usually you can’t see where you’re going and could bump into people. Also, if you lose it and somehow blame the pool [meaning the people who run it], they would usually say that they weren’t responsible, you have a lost snorkel, and hence you never go to the pool again because no one was willing to help you find it. Something like that.

I can only imagine that they’re not allowed in a public pool…maybe because you’d be more likely to swallow the water that may carry feces. You should ask the people who run the pool.

If it is a public pool, it would be because you would not see the guest around you because your head would most likely be in the downward position (for snorkeling) so they see it as a safety hazard.
In the pool I swim in at a gym, people use their snorkel equipment (mask and air tube) regularly, but they are swimming in a marked lane with no one else in that lane.
