If you really know what you want, swimoutlet.com is very competitive, but I think I would want to try them on first. Try Big 5 or Dick's or Sports Authority or a dive shop.
References :
Yes, a dive shop is the place to go. Closed-heel fins very often don't fit 100% so be carefull not to get them too loose as this can cause chafing and blisters. A usefull tip here is to get them just a little too large and fit those Sorbothane sports insoles into them. This not only makes the fit more 'snug' but also helps prevent foot cramps as your feet do not get bent so much. Before wearing 'in water' its a good idea to take some sandpaper and go around the top of the foot pocket to take off sharp edges to prevent blisters under your ankles.
References :
Check my profile

Try a dive shop. You can find close heel fins at many sporting goods stores, but the quality will not be the same. They are not normally used for scuba diving but the dive shops supply snorkeling gear also.
