Long ones are recommended for snorkelling and freediving. However, short ones (swim training fins) are fine for pottering around close inshore, and are actually better in confined shallow reefs if there are lots of other people around. It's very difficult to see where a long one is drifting, and too easy to damage corals, or hit someone else.

I take a pair of each.
References :
Experience.

Most snorkeling fins and the long and thin variety. The short wide ones are for training.
References :
long and thin make you go faster over a long space, short and fat are better for short distance sprints
References :
used to be a swim racer

Short and wide work the best because it catches more water allowing you to go faster.
